1Combine chicken, soy sauce, and garlic in a large bowl. Marinate for at least 20 minutes.
2Heat oil in a large pan over medium-high heat. Brown chicken pieces on all sides, about 8-10 minutes.
3Pour in marinade, vinegar, water, bay leaves, and peppercorns. Do not stir.
4Bring to a boil, then reduce heat and simmer covered for 20-25 minutes.
5Remove cover and simmer until sauce thickens, about 10 more minutes.
6Serve hot with steamed rice.
Do not stir immediately after adding vinegar to avoid the bitter taste. Let it boil first.
